The European roaming regulation (i.e. you can call, send SMS messages and surf in other EU countries at the domestic tariff for your communications) applies in all EU countries:
Austria, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France (includes French Guiana, Martinique, Guadeloupe, Mayotte and Réunion), Germany, Great Britain, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Norway, Poland, Portugal (includes the Azores and Madeira), Romania, Slovakia, Slovenia, Spain (includes the Canary Islands), Sweden, The Netherlands.
Outside of these countries, the European roaming regulation does NOT apply and operators can set their tariffs freely. Therefore this applies for example to Switzerland or other popular holiday destinations, like Turkey or Morocco.
If your plan is to travel to other 18 countries in Europe, so be ready to pay extra for mobile services and roaming:
Andorra, Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Kosovo, Macedonia, Moldova, Monaco, Montenegro, Russia, San Marino, Serbia, Switzerland, Turkey, Ukraine.
Also the EU Regulator warns mobile users that they can trap in the border areas, where smartphones automatically catch the "foreign" zone without a special signal. As a result, an unsuspecting client gets into an "unfriendly mobile environment" and is forced to pay for roaming. With such a problem, people who travel near Switzerland, in the south of Germany, as well as in Austria, France and Italy are most often confronted.
To avoid "troubles", the Regulator advises you to set manually operator's network.
A similar problem is relevant for traveling by sea, where smartphones are often automatically connect to satellites, communications services are much more expensive than land-based mobile networks.
