iPhone Hotspot feature is blocked by Apple by default, in the latest iOS 11 ver. Hotspot feature for iPhone is available.
Before use please make sure that data connection is working on your iOS device (iPad or iPhone).
Go to Settings -> Mobile Data -> Personal Hotspot -> enable Personal Hotspot
